At USD, we do not loan to non-lawyers (they must have a State Bar Card and
a business card in order to get borrowing privileges). "Other" users get
to use the local County Law Library or public library. It's too late to
help for the current delinquent users, but I would suggest that you revise
your policy to loan only to "your" students and local attorneys. In this
day of down-sizing and decreasing budgets and lay-offs we cannot continue
to "buy" books for others! I suggest a serious look at your mission
statement (maybe it needs to be revised) and a look at your patron loan
privileges for a revision of them.
