Try 47 U.S.C. sec. 227(b), which prohibits a variety of unsolicited
fax and telephone communications. You're definitely in the right
place vis-a-vis the statute: the Ninth Circuit upheld 227(b)(1)(C)
[banning unsolicited fax ads] earlier this year against a
constitutional challenge. "Unsolicited advertisement" is defined very
broadly in 227(a)(4) to cover commercial promotion of "property,
goods, or services," which undoubtedly covers for-pay seminars.
