If this is "for a research piece" you should go to a library that carries
the VA statutes (they'll probably have a dictionary, too).
If this is something beyond research, please take this advice: you need a
lawyer, not a librarian. (Especially in Virginia -- believe me, I grew
up in that part of the country, I know).
