I wonder if you're thinking of Library Hi Tech (Ann Arbor, Pierian Press,
1983- ). This is a quarterly publication, with feature articles on
library automation, PCs in libraries, software, etc. It's magazine format
-- 8 1/2 x 11, with a glossy black and white cover.

It used to (and perhaps still does) have a companion publication, a
newsletter called Library Hi Tech News, that had shorter articles and came
out more often (11 times a year). As I recall (I haven't seen it in
several years), the pieces were sometimes almost like gossip columns about
the industry -- such-and-such vendor faces financial troubles; will this
system be bought out by so-and-so?; vendor X announces it now has 7 sites
beta testing its new serials check-in system.

Hope this helps, vague as it is.
