I have done some research in that area. I studied the federal courts
handling of FOIA applications and then looked at how they wereheld up in
SCT. My dissertation is not on reversal rate but is the only published
research on specifically appellate judges and their information seeking
behaviors--and how they hate to be reversed and the effect of that fear.
